About Special Education In MCSD

Morrow County School District operates in compliance with all Federal and State guidelines, offering special education services to all eligible students.  Our dedicated staff works together with general education staff, specialist, parents, and students to provide a quality education allowing all students to realize their potential.  Services are provided in partnership with Umatilla-Morrow Educational Services District including occupational, physical, and speech therapies, psychological testing, and consultation services.

Individuals with Disabilities Education Act as Amended in 2004 (IDEA 2004 - PL 108-446)

“Improving educational results for children with disabilities is an essential element of our national policy of ensuring equality of opportunity, full participation, independent living, and economic self-sufficiency for individuals with disabilities.” Findings of Congress, Public Law 108-446. Section 601(c)(1).

The Individuals with Disabilities Education Act (IDEA) is a federal law governing special education services and federal funding for eligible infants, toddlers, children and youth with disabilities across the country. Children and youth (ages 3-21) receive special education and related services under IDEA Part B.
