
Bond Update - March 5, 2026

The Design Advisory Committee (DAC) has completed the preliminary design phase for Morrow County School District’s three voter-approved bond projects, marking a key milestone for new and improved school facilities. At the final DAC meeting on Feb. 24, updated site and floor plans were presented using 3D-printed models. Members also reviewed imagery to guide each school’s aesthetic and ensure it reflects community identity and local character.
El Comité Asesor de Diseño (DAC) ha completado la fase preliminar de diseño de los tres proyectos de bonos aprobados por los votantes del Distrito Escolar del Condado de Morrow, lo que marca un hito clave para las nuevas y mejoradas instalaciones escolares. En la reunión final del DAC, celebrada el 24 de febrero, se presentaron planos actualizados del sitio y de planta mediante modelos impresos en 3D. Los miembros también revisaron las imágenes para orientar la estética de cada escuela y garantizar que reflejara la identidad de la comunidad y el carácter local.

Why a school construction bond?
Facility assessments indicate multiple MCSD schools are at end of life for structure & operating systems. Voters approved a bond in 2025 that will address these community needs.
The proposed projects include:
Irrigon Jr/Sr High School – due to severity of structural issues, replace school to provide modern educational environment for students ($74,000,000)
Riverside Jr/Sr High School – remodel and build addition for more classroom space & gym to support future enrollment ($75,900,000)
Heppner Jr/Sr High School & Heppner Elementary – remodel Jr/Sr High to become a K-12 campus, resulting in reduced costs to operate one school & a safer location for elementary students ($50,500,000)
Sam Boardman Elementary – make parking/traffic flow improvements including a dedicated bus loop for safety ($5,000,000)
District-wide – make security & safety improvements including secure main entry, cameras & door access control at A.C. Houghton Elementary, Irrigon Elementary, Morrow Education Center, Sam Boardman Elementary & Windy River Elementary ($5,000,000)
